I was at Barcamp Ireland - Southeast today and a few people mentioned difficulty in sourcing developers in Ireland.
If your are looking for python, django or turbogears developers your should try Python Ireland. They have a website and mailing list.
If you are looking for ruby or rails developers you should try the Ruby Ireland mailing list. There is also a list of people working with rails in Ireland at Working with Rails which lists people who are available for hire. If you are a rails developer who is available for hire be sure to add yourself to this list.
More generally if you are looking for ruby freelancers outside of Ireland you could try the Rubynow job site, the Ruby on Rails mailing list or Ruby Rockstars.
No thoughts to train new/existing staff?
It was discussed in the context of early stage startups who are outsourcing development. If you already have tech staff then training is a good option. Ruby and Python are not difficult to learn.
The challenge should be reworded to "Hard to source devs outside of Dublin" :) We tried to get just a decent web-developer who was willing to learn Ruby on Rails here in Waterford and had only two applications.
